%X Communication is a one of applied science that have goal to a problem solving. A Public Relations have function for construct good relations to get good will in communication. Public relations in one of department in organization that heve a important function in a organization like university. That way, the positioning for public relations is very important in a structure organization because have effect to management in a department or institution. There is a difference concept of public relations in each university like in Stat Islamic University and Yogyakarta State University such; structure organization, realization of work schedule, function of public relations, complicated of staff, performance of personil and account of personil In Public Relations of State Islamic University and Yogyakarta State University.   This research use qualitative description to problem solving that research with description subject or object at now based on a fact. And then, analyze use pattern matching is a checking of empiris data that prediction before. So result, compare with identity problem.   The result of research is at state Islamic university organization public relations concept use function of public relations as storyteller to public about organization. Whereas at Yogyakarta State University use function of public relations as consultant of university. And then, there are different and similarity of each university in structure organization, realization of work schedule, function of public relations, complicated of staff, performance of personil and account of personil In State Islamic University and Yogyakarta State University. These all depend of needed from each university in position public relation in each university.
