"This study is aimed to build a theoretical model through\r\nan in-depth study on the influence of transcendental knowledge\r\nsharing on the performance of budget implementers and to be\r\nnovelty in answering the gap among affective commitments on\r\nemployee performance, especially budget implementers at the\r\nState Islamic Religious Higher Education Institution\r\n(Perguruan tinggi Keagamaan Islam Negeri/PTKIN) by taking\r\na case study at IAIN Surakarta. It is chosen as a research object\r\nbecause it is a PTKIN that has experienced rapid development\r\nin the last 4 years in terms of both academics and financial\r\ngovernance. As a non-Public Service Agency PTKIN with the\r\nlargest number of students and non-tax state revenue in\r\nIndonesia, IAIN Surakarta requires a strategy in improving its\r\nemployee performance, especially budget implementers.\r\nThis study uses a Non-Probability Sampling, i.e.,\r\npurposive sampling in which the researcher establishes special\r\ncharacteristics that fit the objectives of the study so that it is\r\nexpected to answer the research problem. The questionnaire is\r\ndistributed to 230 respondents consisting of the head, structural\r\nofficials, financial staff, lecturers receiving research assistance,\r\nand administrators of the Student Activity Unit. A total of 225\r\nquestionnaires are returned while the rest are not. By using the\r\nStructural Equation Model (SEM) method, data and\r\nhypotheses are analyzed using AMOS 21.0 software.\r\nThe results of the study prove that Transcendental\r\nKnowledge Sharing has a significant influence on the\r\nperformance of budget implementers. The transformational\r\nleadership variable, the Organizational Citizenship Behavior\r\n(OCB) variable and Affective Commitments with\r\nTranscendental Knowledge Sharing mediation have a very\r\nsignificant influence on the performance of budget\r\nimplementers. Sharing knowledge based on transcendental\r\nvalues is a new concept to increase employee awareness in\r\nsharing knowledge. The approach of Islamic values as outlined\r\nin the Islamic work ethic becomes a synthesis in\r\nTranscendental Knowledge Sharing such as the intention of\r\nworship, promotes the mandate and spirit of building ukhuwah,\r\nupholds the maslahah, and is a new narrative in sharing\r\nknowledge. The implication of this study is to strengthen financial\r\npolicy in IAIN Surakarta in the form of fair, transparent and\r\naccountable budget distribution and professional governance\r\nthat will encourage the creation of behavior and culture of\r\nknowledge sharing which ultimately increases the performance\r\nof budget implementers in a timely manner according to\r\ntargets and quality and in constructive ways towards\r\ninstitutional development."^^ .
