As a social instrument, qardh financing appeared below optimum (0.73% averagely) in their balance sheets from 2015 to 2018. Besides, four out of eight sharia banks in the area did not dispense it at all. To uncover the hindrance, interviews with Board of Directors were conducted. The interviews were set unstructured to obtain abundant sets of data through informal free talks. From them the two underlying reasons for low percentage of qardh financing are: 1) very limited sources(i.e. capital, put-aside profit, and from the third parties); 2) a fatwa from DSN-MUI stating that it is forbidden for sharia banks to take extra benefits from qardh but administration fee. Some solutions proposed here are: 1) BPRS in ex-Surakarta residency have to create sources of fund such as qardh deposit – a brand new kind of deposit that does not yet exist elsewhere; 2) these banks can charge their qardh customers for the operation of the service. The surcharge practice is regarded similar to the function of Amil Zakat and NadzirWakaf, who deserve a compensation as they sacrifice their time, money, and energy, and the banks are no different. %Z Prof. Dr. H.
