The research method used is qualitative descriptive. The technique of determination informant uses purposive sampling and the method of data collection includes interviews, observation and documentation. The data analysis method uses the Miles and Huberman model which includes data reduction, data presentation, and conclusion. The results of this study is the teachers integrate literacy skills components including basic literacy, character and competence into learning. The scope of implementation of the program includes: 1) strategy conducted by SDLB Negeri 1 Yogyakarta to create a literacy culture such as displays student work, presence of reading corner facilities, celebration of literacy, awarding for students achievements, active role of headmaster in literacy development, 5-minute reading program, and literacy training program for teachers and staff. 2) activities of the GLS program in SDLB Negeri 1 Yogyakarta includes listening to the story, reading the pictures, reading the surrounding environment, morning advice, incidental activities which it involves literacy activities, reading and writing activities, role-playing, making visits to the library, using props or concrete objects, watching videos and movies 3) The factors that support the implementation of literacy activities in SDLB Negeri 1 Yogyakarta is a reading corner and library as well as the cooperation of library visits with the provincial library. The factors that inhibit the implementation of the GLS program in SDLB Negeri 1 Yogyakarta namely the implementation of GLS activities that are not according to the schedule and a minimal library collection of illustrated books. Advice from researchers is maximising reading corner facilities, optimization of TV facilities and VCD player in the library to play learning VCD or child's story. The school needs to evaluate the collection availability in the library.} }
