N2  - The quality of human resources is the basis of development in a country.
Development can be said to be good if it is human-oriented as the ultimate goal of
development, not as a development tool. The government as the holder of policy
and highest power has an important role in improving the quality of human
development in a country. The good quality of institutions can be explained through
six indicators of governance, namely Voice and Accountability, Political Stability,
Government Effectiveness, Regulatory Quality, Rule of Law and Control of
Corruption. This study aims to analyze how the six indicators above can affect the
HDI (Human Development Index) in 15 OIC (Organization of Islamic Cooperation)
member countries in 2008-2018. The method used in this research is panel data
regression analysis. The results showed that the Regulatory Quality and Rule of
Law have a significant effect on HDI in 15 OIC member countries. Meanwhile,
Voice and Accountability, Political Stability, Government Effectiveness and
Control of Corruption have no significant effect on HDI in 15 OIC member
countries.
