This is due to the tendency that underdeveloped regions have not been able to manage their education independently. Through decentralization of education, communities in border areas took the initiative to manage and establish community-based formal institutions. Policies in the establishment of formal institutions by the community as an alternative to minimize dropouts, especially for children in border areas. The purpose of this research is to find out the concepts, processes as well as obstacles and challenges to the implementation of community-based education management at SMP KSM Sonit Masoni Island Border of Central Sulawesi. This type of research is qualitative, using a phenomenological approach. In collecting data, the writer used three methods, namely: (1) observation, (2) documentation, and (3) in-depth interviews. Data analysis using data analysis techniques Miles and Huberman, which includes three activities, namely: data reduction, data presentation, and drawing conclusions or data verification. As for testing the credibility of the data, the authors used the data source triangulation technique. The results of this study indicate the following: First, the concept of community-based education management at SMP KSM Sonit Masoni Island Border Central Sulawesi is influenced by the obligation to learn for all children in Indonesia. Second, school management implements management functions from planning, organizing, implementing and supervising. Third, the implementation of school management is constrained by several factors, such as underdeveloped areas, geographical factors, lack of teachers, lack of students, lack of school budgets, lack of infrastructure and lack of expertise in managing schools. %Z Pembimbing : Dr. H.
