Today, many food products contain harmful substances and expire. Based on Presidential Decree No. 103 of 2001 POM Agency is a Non-Departmental Government Agency that carries out the duties of supervision of medicines and food and other commodities such as cosmetics. Supervision is carried out on the circulation of food, beverages, medicines and cosmetics containing hazardous and expired ingredients in the community to ensure the quality, security, and usefulness of products for consumption and guarantee the rights of consumers. The problem discussed in this thesis is how the authority of the POM Agency in supervising the circulation of expired food and containing harmful substances circulating in the community. The method used in this study is descriptive qualitative. The main instrument of this research is its own constituents. The data collected consists of primary data and secondary data. Primary data obtained from liblary research method conducted by the author by researching books, laws and regulations, and other sources. Meanwhile, secondary data was obtained from interviews conducted by constituents with officials of balai Besar POM NTB province regarding the authority of BPOM in overseeing the circulation of expired food and containing harmful substances. The results showed that the authority of BPOM in supervising the circulation of expired food and containing harmful substances is important, because the supervision carried out by bpom is carried out ranging from processed food is produced, until it is marketed and into the hands of the public. After conducting research, the implementation of supervision launched by BPOM is still not able to run effectively, because there are still some obstacles that occur in the field. Then another thing that can be underlined, there are several types of food that is not the authority of BPOM. Such as the authority of the Ministry of MPA, Ministry of Health, and The Ministry of Trade.} }
