This research uses descriptive qualitative method. The data collection was conducted by observation, interviews, and documentation. This research shows that, (1) increased the capacity of facilitators, increased the capacity of facilitators at TBM Pustaka Pelangi is by attending literacy training and seminars, (2) increased the number and variety of quality reading sources, TBM Pustaka Pelangi has various types and themes of reading material for children to adults covering the themes of science, social, sociology, psychology, history, religion, agriculture, animal husbandry, and textbooks, (3) expanding access to reading sources and coverage of learning participants, TBM Pustaka Pelangi conducts literacy campaigns by utilizing public spaces in the form of reading booth activities (POTS) on every Sunday morning at Wates Square and sharing collections (books) with two coffee shops, they are Toska Kahve and Setjangkir Kopi, (4) strengthening public involvement, TBM Pustaka Pelangi has not collaborated with State-owned enterprises (BUMN) and World business industry (DUDI), and (5) strengthening governance, strengthening governance of TBM Pustaka Pelangi carried out by holding literacy activities for the community and collaborating with various learning centers.} }
