The Salafi-Wahhabi teachings which tend to be exclusive, puritanical, strict and textual are packaged in such a way by WI to be accepted by the community and to coexist with other ideologies that have developed in Indonesia. Salafi-Wahhabi-style Islamic discourses and doctrines became vague and invisible, after WI declared allegiance to Pancasila. The birth of WI was conceived by students and university alumni from Saudi Arabia from Indonesia who are committed to spreading puritanism which is implemented in the world of education. The transnational character inherent in the Salafi-Wahhabi ideology is one proof of the active activation of the doctrinal cells in WI. In the world of education, WI has an institution that accommodates Salafi-Wahhabi ideas through a curriculum adopted from the Islamic University of Madinah. Sekolah Tinggi Islam dan Bahasa Arab (STIBA) has become a propaganda medium for Salafi-Wahhabi understanding, which is directly managed by alumni from Saudi Arabia. Not only that, material support through grant funds continues to flow from Saudi Arabia for the development of STIBA educational institutions. Such a transmission and distribution strategy then forms an ideological expansionist pattern that is supported by Saudi Arabia's foreign policy, making it strong in all its aspects and dimensions. This research is a fieldwork completed with literature analysis. Intensive interview methods with research respondents as well as literature confirmation are the database of this study. The results of this research focus on three components, (1) WI's transmission of Salafism has experienced a shift from hard-strategic to soft-strategic. (2) The shift in WI's strategy was appreciated by Saudi Arabia through a more intimate ideological closeness compared to mass organizations with the same orientation in Indonesia, and (3) The existence of sustainability of cooperation in the field of education with political nuances by utilizing Saudi Arabian alumni from Indonesia in WI educational institutions, namely STIBA.
