N2  - Mandailing Natal regency is an autonomous region in the Province of North Sumatra. Mandailing Natal regency, this is the result of the expansion of the South Tapanuli Regency. In 1992, the Council of Representatives Level I North Sumatra decided the expansion of the territory Region Level I of North Sumatera Province. The population in the Regency of Mandailing Natal is dominated by ethnic Mandailing and the majority of the population is Muslim and religious, coupled with the existence of pesantren as islamic Boarding school Musthafawiyah or more of the known Primeval New in Mandailing Natal Regency, so that other people know that the Mandailing Natal Regency is a Regency of religious and custom.
Oriented to the cultural and religious, Local Goverment and the Board Chairman of the Rakyat Daerah (DPRD) Kabupaten Mandailing Natal shaping and enacting a Local Regulation based on Syariah No. 5 of 2003 on the Clever Read the Letters al-Quran For primary School Pupils, secondary School pupils of the First Level and Students of the School of Advanced Level Top as well As the Bride and groom. The purpose of forming the Local Government and enforce the Regulation of this Area, namely in particular so that the people completely blind to read the qur'an, society is able to memorize and understand the qur'an and applying it in everyday life.
The formulation of the problem in this study how the implementation of Local Regulation based on Syariah No. 5 of 2003, factors inhibiting the implementation of Regional Regulations based on Syariah No. 5 of 2003 and Local Government Efforts to streamline the implementation of Regional Regulations based on Syariah No. 5 of 2003 on the clever read the Letter of Al-Qur?an as the requirements of the bride and groom. This type of research is field research with the legal effectiveness approach. While the data analysis method used is descriptive analytic. In the method of data collection the authors use the methods of observation, interview and documentation.
The results showed that the implementation of the Sharia based Regional Regulation Number 5 of 2003 concerning the literacy of the Al-Qur?an as a requirement for prospective brides in Mandailing Natal Regency has not been implemented effectively. The prospective bride and groom who are not good at reading the Qur'an are still married and the Office of Religious Affairs (KUA) provides advice and the prospective bride and groom make a statement that they are willing to learn from their potential spouse or the Koran teacher after marriage. The inhibiting factor is the lack of serious support and attention from the local government and not all people respond positively. The efforts of the regional government include disseminating Regional Regulation Number 5 of 2003 through the media of banners and letters, creating the Maghrib Mengaji Movement (GEMMAR) program, and having socialized it through mosques on Friday sermons.
