abstract: This study aims to examine the effect of the ZIS empowerment program on the welfare of mustahik before and after receiving the program. The object of research was carried out at KSPPS BMT Beringharjo Yogyakarta with the research subject, namely the mustahik recipient of the Simbaharjo Develpoment empowerment program. This type of research is descriptive research with a quantitative approach. The number of samples of respondents was 78 mustahik households with the purpove sampling data collection model. The analysis technique used is the CIBEST analysis method and the Paired T Test Difference Test. The results showed a significant impact on the effect of ZIS empowerment through the Simbaharjo Develpoment program on the welfare of mustahik. This is reflected in the welfare index value which increased 17% and the material poverty index decreased by -17%. Likewise, the absolute welfare quadrant increased from 60 to 73 households and material poverty decreased from 18 to 5 households.
