The reality is that students' HOTS are low, this can be seen from the learning outcomes of elementary school (SD) students at INAP (Indonesian National Assessment Program) in 2016. In the PAI subject, this is lacking, this is evidenced by their low cognitive knowledge. According to Krathwohl, there are indicators in measuring HOTS that are included in the bloom taxonomy from the KKO (Operational Verb) form, namely C4 (analysis), C5 (evaluation) and C6 (creating). PAI SD grade I-III development age (7-9 years). At this age, children enter into intellectual child psychology. This study aims to determine how the HOTS components are in the SD PAI class I-III books and to find out how the developmental psychology perspective views HOTS components in the SD PAI books for grades I-III. This research uses library research or library research. The data collection technique in this research is documentation. Data analysis techniques in this study use research content or content analysis, thinking methods and drawing conclusions. The results of this study are the HOTS component in the SD PAI book referring to the 2013 curriculum for grades I-III using operational verbs to analyze (C4), link (C4) and create (C5), in which the students' reasoning is good in understanding pictures, situations, interpreting a situation by analyzing, synthesizing, associating and drawing conclusions to create critical and creative ideas. A review of the developmental psychology perspective on HOTS learning material in the SD PAI book refers to the 2013 curriculum for grades I-III, there is a mismatch between HOTS material and the developmental psychology of elementary school children of grade I-III who are 7-9 years old. This is because children are able to do reasoning, problem solving and can think logically, but his thinking is limited to concrete operations. Children can understand the quality, sort and clarify real objects. However, children cannot reason about things that are abstraction and assumptions so that they have difficulty solving problems verbally that are abstract in nature.
