Changing government policies can be both a driving force and a obstacle for the teachers.SMP Negeri 8 Yogyakarta is a favorite school in Yogyakarta that must accept challenges and struggle to improve religious values in order to save the character of the student.This management control system can be a solution to the effectiveness of managing religious activities at SMP Negeri 8 Yogyakarta. This research is descriptive qualitative, by trying to describe the results of research such as facts in the field. The techniques used to collect data are observation, interviews and documentation. After the data is obtained, it is processed in the form of words or text which is then changed into a description or narrative. The subjects in this research were the Head of Religious Affairs, the extra-curricular coordinator and the Islamic Religious Education teacher at SMP Negeri 8 Yogyakarta. The results of this research indicate that First, improving religious values in SMP Negeri 8 Yogyakarya is manifested in thirteen religious activities; habituation of handshakes, tadarus, tausiyah, dhuha prayers, commemoration of islamic holidays, Friday prayers and infaq, closing aurat, completing iqra, tahfidz, pesantren kilat, qurban, khatam Qur'an , and prayer together. Second, the management control process. The two management control processes at SMP Negeri 8 Yogyakarta are in accordance with the theory of Robert N Antony and Vijay Govindarajan which consists of strategic planning, budgeting, performance measurement, compensation and incentives that run less optimally in the strategic planning and performance measurement sections. Management control system model in religious activities at SMP Negeri 8 Yogyakarta includes outcome control, personnel control, and action control.
