The development of spatial planning and urban areas is regulated in the Regional Regulation of the City of Semarang Number 14 of 2011 concerning the Spatial Planning of the City of Semarang for the Year 2011-2031. However, the problem of equitable distribution of a government program is often a problem, this is a problem because what is caused between the development of spatial planning and the city center area with the layout of buildings and areas in suburban areas, there is still spatial planning in the city of Semarang that has not paid attention to the arrangement in the suburbs. The Tambak Lorok area is a northern suburb of Semarang City. The research method used in this research is field research by making direct observations with observations, interviews and literature studies, and using an empirical juridical-sociological approach. The results of this study are First, in the implementation of the Semarang City Regional Regulation Number 14 of 2011 concerning the Spatial Planning of the Semarang City Region, it is not implemented properly because of the 4 (four) spatial planning plans in the Tambak Lorok area, only 1 (one) plan has been running well. namely the fishery area plan. Meanwhile, 3 (three) spatial planning plans are still not optimal, namely the development plan to support the main port of Tanjung Emas, the management plan for rob and flood prone areas, and the residential arrangement plan. In the process of implementing regional spatial planning in the Tambak Lorok area, the government experienced several obstacles, including the lack of a budget, lack of cross-sectoral communication.
