        abstract = {The main basis of the democratic system is the raison de etre of elections that directly and provide firmness both in its position and implementation in the principle of the state of law. Evaluation of the implementation of the Old Order, New Order, and Reform Order elections, has seen a change in the system of holding elections with a reflection of legal policies on the system of supervision in elections under the mandate of the 1945 Constitution that must be maintained and sustainable in the practice of state life. In this case, the Bawaslu institution is currently unclear although the authority and role of the institution itself have been added based on the new rule policy, this strengthening still does not make the meeting point effectively Bawaslu institution in carrying out its duties. This research is library research to analyze legal policy reviews and institutional strengthening of supervisors in elections.
The preparation of data sets in the form of statutory policies is compared through other literature data, be it legal books, scientific articles, agency accountability report data, and data from digital media. The nature of this research is juridical research as the constituents review and explain and provide explanations of the main data of legislation and other primary legal materials related to Bawaslu institutions, then draw conclusions that are perspective and relevant.
The results of the study indicate the importance of strengthening the role of the Bawaslu institution which was formed through a new legal policy that absolutely can carry out law enforcement independently by resolving cases of violations from the initial stage to the final stage including preventing, handling, and providing final and binding decisions that affect on legal sanctions through strengthening the legal policy. Bawaslu should carry out the roles and functions as the duties of the judiciary or at least establish a semi-judicial system at the district/city level with a focus on the electoral system in Indonesia.}
