AHMAD BAHIEJ, SH. M.Hum abstract: Indonesia is a country with the largest Moslem population in the world. This population has a direct impact on requiring hajj quota. With a limited quota, this regulation can not keep up with the high enthusiasm of the community to do Hajj. So that many prospective pilgrims who have to enter the list (waiting list) for decades, long and long queues make Hajj finances is more piled up and accumulated. To prevent this, then government is trying to managing Hajj finance through investing Hajj finance in productive sectors. In this case, the Hajj Financial Management Agency (BPKH) is assigned the task to manage hajj finance such as investing those finance in Islamic banking, Islamic capital market instruments and other investments sectors. The placement and investment of Hajj finance generates some benefit return, where this benefit return will be distributed to prospective pilgrims through the pilgrim's virtual account. This is a tool for BPKH to carry out the mandate of the Law which states that the management of hajj finance must be transparent, so that prospective pilgrims as owners of BPIH funds or assets formed from those funds, have the right to get clarity or transparancy information about the profit which gained by BPKH. This research uses library research type and analytical descriptive method. The data from this research obtained from library materials or document studies related to virtual account services issued by BPKH and related legal materials. The results showed that each virtual account had a BPKH number identification that was given to pilgrims as the account number for receiving the benefit return. The purpose of a virtual account is so that pilgrims can receive the profit of the BPIH / BPIH that has calculated becomes a form of benefit return, which is intended as a reduction for the payment of Hajj fees. However, the virtual account service does not guarantee the transparency of the overall Hajj finance profit because the benefit return is divided into three parts, namely: benefit return as subsidies for departing pilgrims, benefit return that shared with pilgrims on the waiting list through their virtual accounts and the benefit return as operational costs of BPKH.
