D abstract: The presence of Islam and the acceptance of Arabic letters in Malay was a significant leap for its inhabitants to begin a written and literacy world. Malay-Arabic alphabet was used as a media of expansion of Islam, knowledge, culture, diplomatic relations, economy and trades within Malay nations. As new order collapsed and lost its power, Malay-Arabic alphabet that was removed from the curriculum during new order era, has been reintroduced at schools in Riau ever since. This phenomenon has triggered questions academically. 1) In what position is Malay- Arabic alphabet in the Malay culture of Riau? 2) How is the process of linguizing Arabic to Malay? 3) How has the alphabet been implemented at education institutions in Riau? 4) Why was it been revitalized by local government of Riau? Using purposive sampling technique, data in this qualitative research were obtained through observation, interview and documentation from cultural, religion figures and academics as well as individuals and government as informants. The data were analyzed with analysis descriptive method and were validated with triangulation of sources. Regionalism theory from Andrew Hurrel and language identity theory from John J. Gumperz were applied with sociology of language approach, i.e. the influence of language over a society. The study results as follows: Firstly, Malay-Arabic alphabet in a Malay culture, is 1) lingua franca in terms of language, religion, culture, economy, social, and politics, 2) a media exposing nusantara’s work, and 3) a Malay identity in any aspect of life of the Malay. Secondly, the process of linguizing Arabic into Malay changes the aspects of morphology, phonology, and semantic. Thirdly, local government of Riau and its society place the alphabet in education and in public a politic of language to achieve identity recognition and reach its mission and vision, i.e. the center for economics and culture ofSouth-East Asia. Fourthly, revitalizing Malay-Arabic alphabet throughout the province means glorifying the past negotiating for the future in the context of negotiating the course of history, political policies, economic development, and legitimation from the central government. The novelty theory in this study is Edu Cultural Political Linguistics ( السياسية اللغوية بالتربية الثقافية ), making revitalization Malay- Arabic alphabet in the land of Malay possible.
