The existence of volunteers and village library programs are the focus of research. Volunteers who carry out agency consistently and have high militancy to develop libraries are important in this research. The purpose of this study was to determine why library volunteers work militantly, and the patterns of agancy that volunteers do and the challenges faced by volunteers in creating community participation in the Balecatur Village Library of Science program. The method used is a qualitative method. Data collection was carried out for 3 months by interviewing eleven informants consisting of the head of the village library, volunteers and the community. The analytical blade that the writer uses in this thesis is to use Anthony Giddens' structuration theory and one supporting theory from Rosenberg, namely the theory of affective-cognitive consistency. The results of this research are: (1) Volunteer militancy in an effort to increase community participation in library activities is the result of building a positive affection for themselves. Positive affection is built because the volunteers are members of the Village PKK who have had emotional closeness from the start. the success of volunteers building and maintaining positive self-affection is a major cause of the militancy they have. (2) there are two patterns in agency that are carried out by library volunteers, namely: Influencing power, and becoming a facilitator through the program that they drive. (3) there are external and internal challenges. The external challenge is the difficulty of reaching the segmentation of gentlemen and youth, while the internal challenge is the problem of maintaining the sustainability of the volunteer cadre itself.} }
