This study uses a pragmatic approach and the focus of the study is the development of literacy in the novel Jejak Langkah by Pramoedya Ananta Toer. This type of research is library research. Methods of data collection is done by reading, taking notes and documentation. The main data source in this research is the text of the novel Jejak Langkah by Pramoedya Ananta Toer. Sources of complementary data in this study are the results of research or works related to research. The data analysis method used by the researcher is text analysis. The results of this study are that; (1) The development of literacy in the Minke character begins when the Minke character has literacy skills until the Minke character gives birth to literacy products in the form of print media which are used as a form of resistance to the Dutch East Indies colonial government which has an oppressive orientation. (2) The ideological model contained in the analysis of the novel Footsteps is the resistance of the Minke character to the power relations of the Dutch East Indies colonial government, the form of power relation is the motive behind the literacy activities carried out by Minke's character. ideological model based on moral values, ideological model based on cultural experience, ideological model based on ideological interests. (3) The implications of literacy development in the novel Jejak Langkah are divided into two, namely the impact on personal life and the impact on social life.
