This research is research and development or R&D with a 4-D development model, namely (1) define (2) design (3) develop (4) disseminate. However, this research was limited only to the developing stage due to the time constraints it had. The results of this development research is (1) the product in the form of an instrument for assessing higher order thinking skill on fluid material for high school students which is of very good quality, according to the assessment of material experts and evaluation experts with the acquisition of an average score of 3.62 and 3.74 (2) The results of Lin Ding's statistical test in the wide trial show the quality of the instrument with an average difficulty index of 0.41, an average discrimination index of 0.19, an average point biserial coefficient of 0.27, a Kurder-Richardson reliability index of 0.56, and a ferguson’s delta of 0.56. 0.90 (3) The higher order thinking skill of SMA Negeri 1 Muntilan’s students are mostly in the moderate and low categories. %Z Pembimbing: Dr. Winarti, S.Pd., M.Pd.
