Human resources in SALAM are intended for educators, namely SALAM facilitators. One of the efforts that can be done to improve the quality of human resources is to apply the principles of total quality management (TQM). The subjects of the research were the SALAM Initiator, the Chair of the SALAM PKBM, the SD Facilitator, Middle and High School Facilitators, and the SALAM National Spokesperson. This research was conducted in Sanggar Anak Alam (SALAM) Yogyakarta. This type of research is field research with qualitative descriptive methods. Data collection techniques are carried out by means of interviews, observation and documentation. The validity of the data was used by triangulation of data. The data has been analyzed with Miles & Huberman technique by reducing data, presenting data, verifying, and drawing conclusions. The results showed that: 1) Human resource management at Sanggar Anak Alam (SALAM) Yogyakarta through: a) Recruitment of Facilitators; b) Facilitator selection process; c) Facilitator Education and Training; d) Promotion and Transfer of Facilitators; e) Facilitator's Assessment; f) Facilitator's Compensation; g) Dismissal of the Facilitator. 2) Management of Human Resource Development Based on Total Quality Management at Sanggar Anak Alam (SALAM) Yogyakarta through: a) Research Learning Cycle Process with Children; b) Learning Cycle Process Discussion with the Facilitator Team; c) Learning Cycle Process Through Training; 3) Supporting and Inhibiting Factors of Human Resource Development Management Based on Total Quality Management at Sanggar Anak Alam (SALAM) Yogyakarta Through; a) Supporting Factors Through; Learning Awareness in Students, Support from Other Facilitators, and Involvement of Parents in the Learner's Learning Process. b) Inhibiting Factors Through; Student Time Management, Number of Alumni Facilitators at Sanggara Anak Alam, Parents' Time Management, and Providing Final Assessment. %K Management, HR Development, and Total Quality Management %D 2021 %I UIN SUNAN KALIJAGA YOGYAKARTA %L digilib48686
