The quality of education is highly dependent on the policy strategy of the institution. Institutions have certain autonomy to develop teaching objectives for management strategies, human resources, and other resources. Problems that have occurred since the covid-19 pandemic, several early childhood education institutions have experienced a decline in the quality of education. The decline in the quality of education includes input, process, and output. One of the Amarta Tani Kindergarten institutions in Bandar Lampung can maintain good quality, despite the Covid-19 pandemic conditions. The purpose of the study was to examine the institution's strategy in improving the quality of early childhood education during the COVID-19 pandemic. The research method uses a qualitative research type with a case study approach, while for the selection of research subjects, the researcher uses a non-probability sampling technique with a purposive sampling type of subject determination, namely: one principal, two educators, and one treasurer. Data collection techniques using the method of observation, interviews, and documentation. The data analysis technique of this research went through three stages, namely data reduction, data presentation, and data verification by triangulation of techniques and sources. The results of the study show: First, the strategy used by TK Amartani uses planning, controlling, and improvement strategies. Planning during the COVID-19 pandemic, the institution optimizes the use of media and educational facilities. Identify the strengths and weaknesses of the internal environment. Controlling during the COVID-19 pandemic always carries out routine supervision. Improvement during the COVID-19 pandemic has always tried to meet educational quality competency standards which contain eight standards. Second, the difference in strategy during the pandemic and before the pandemic. During the pandemic, the acceptance of new students using google form media, during the introduction of the environment through zoom media, and the curriculum used by the emergency curriculum for online learning. Meanwhile, the strategy before the pandemic was to accept new students, introduce the school environment, and the learning process was carried out directly in schools. Third, the institutional supporting factor is human resources. There is a division of roles and support from various parties that can improve the quality of the HKTI Amarta Tani Kindergarten.
