This study was conducted in village tourism of Kampung Anggur Plumbungan, Sumbermulyo, Bambanglipuro, Bantul. This study aims to describe the communication strategy of community empowerment carried out by the management of Kampung Anggur. The target community empowerment is the community in Plumbungan consisting of youth, men, and housewives who have the spirit to develop the village. This study used the descriptive qualitative method. The results show that the management of Kampung Anggur uses 4 communication strategies to approach the community, namely, information dissemination, persuasion, education, and advocacy. Then, the management uses 3 stages of strategies in community empowerment, namely, awareness, capacity, and empowerment. The communication strategy of community empowerment in Plumbungan has managed to change the community awareness in developing their area through the grape cultivation program that can improve the local community economics conditions.
