N2  - MSEs are an important pillar in improving the community's economy and
the country's economy. Thus, special attention needs to be paid to MSEs and the 
UMK-M regulations themselves previously described in the UMK-M Law No. 20
of 2008. It's just that the regulations contained in Law no. 20 of 2008 is still not 
able to produce and increase MSEs, so the government fixes it through the Job
Creation Law with the concept of an omnibus law. Thus, regulatory changes in
UMK-M have undergone so many changes. Seeing the phenomena related to 
changes that occur in the protection regulations for MSEs, the author will examine
why there have been changes in the regulations for the protection and 
empowerment of MSEs, as well as what regulations have changed and how they
impact on MSEs themselves, then the author will analyze the protection
regulations and The empowerment of MSEs in the Job Creation Act is based on 
the hierarchy of laws in Indonesia and analyzed from an Islamic perspective,
namely from t he perspective of Maq??id  Syar'ah 

This research is library research with normative juridical approach with 
descriptive analysis. The author will examine the literature, books, journals,
articles and other documents related to regulations for the protection and 
empowerment of MSEs. Then it will describe and explain the theories that are
used as analytical knives. Then the author will analyze the object of the study 
using the Maq??id Syar'ah theory and the existing laws and regulations in
Indonesia 

The results of the study indicate that there is a link and harmony between 
the regulations for the protection and empowerment of MSEs and the Maq??id
Syar'ah concept. It can be seen in the government's goals and the reasons for the
changes in UMK-M regulations that the adoption of a cognitive system and an 
openness system that exists in the Maq??id Syar'ah concept, as well as t he concept
of protecting life and property in the process of changing regulations. The 
maintenance of one's soul and property will certainly have a positive impact on
humans, and will have a positive impact on maintaining one's religion, lineage and
reason. The presence of the Employment Creation Law concerning the protection 
and empowerment of MSEs is evidence of the government to fix the many
regulations and overlapping regulations with the aim that MSEs are easy to 
develop their businesses and will improve the community's economy as well as
achieve state goals. The welfare of the country can be seen from the level of
poverty and the economy of its people
