"Some claim that the practice of sharia businesses, one of which\r\nis sharia banking, has shifted from sharia’s fundamental\r\ncharacteristics – prioritizing maqashid sharia principles. Sharia\r\nbanking’s activities nowadays are said to have duplicated\r\nconventional ones and simply given them different terms and\r\nadministrative formats. Its connection with real sectors and the\r\nimplementation of fair principles of profit and loss sharing have not\r\nbeen perfectly applied. Some Muslim intellectuals strongly criticize\r\nand demand a reconstruction comprehensively.\r\nBusiness and financial sector interests, some people claim, at\r\nthe moment, are in sharia banking’s favor. Whereas according to the\r\nfounding philosophy, the banks should not merely be business and\r\nprofit oriented and leave social and inclusive financial sectors aside.\r\nThis practice makes sharia banks’ products less popular among\r\ncitizens, in particular those in micro, small, and medium businesses\r\n(MSMB), for the banks have little concern to social and inclusive\r\nfinancial functions including the development of MSMB. The\r\ncondition tickles the researcher’s academic unrest to investigate the\r\nroot of the problems. This qualitative research takes Critical Realtime\r\nPositivism approach by combining two theories: Sharia Enterprise\r\nTheory and Stakeholder Theory.\r\nThe study concludes that actually the philosophical foundation\r\nformula of sharia banking in Surakarta coincides with the efforts to\r\ndevelop micro, small, and medium businesses (MSMB) of Surakarta.\r\nIt is expected that those philosophical values are virtually printed in\r\nthe Deed of Incorporation and the Articles of Association and Bylaws\r\nfor the sharia bank establishment from which the bank’s vision,\r\nmission, Bank Development Master Plan, Strategic Plan, and\r\nOperational Plan are derived. And the strategy to optimize sharia\r\nbanks in Surakarta concerning MSMB development during covid-19\r\npandemic is carried out in several ways. First, empowering and\r\nupgrading IT; Bank Mega Sharia, BNI Sharia, and BRI Sharia. Second, providing extra time for loan payment in accordance with the\r\nRegulations from Finance Service Authority No. 11/POJK.03/2020\r\nof the national economic stimulus as a counter cyclical of covid-19\r\nimpact. Third, determining the quality of assets during the pandemic\r\nas set in the Finance Services Authority’s regulations. Fourth,\r\nrestructuring the contract of sharia outlay. Fifth, providing fresh funds\r\nto stimulate MSMB to strive, even to grow.\r\nThe new applicable strategy for sharia banks in Surakarta is to\r\nput sharia objectives (maqashid syariah) forward by conserving the\r\nsecurity and ensuring the sustainability of sharia bank, the loan\r\nprovider, also maintaining MSMB, the economic real sector\r\nspearhead. According to theory of stakeholder, sharia banking ought\r\nto maintain its good relationship with both internal and external\r\nstakeholders. Therefore, the strategy applied must go smoothly with\r\nthe philosophical foundation and vision optimizing sharia banking\r\nstrategy’s effort to MSMB development. It is said in the Sharia\r\nEnterprise Theory (SET) that the concept of enterprise theory admits\r\nthat the management is not responsible to the owner only, but also to\r\na wider range of stakeholders, including Allah, the highest\r\nstakeholder. The researcher, after studying the field scientific facts,\r\nsuggests a new applicable strategy for sharia banks which is to put\r\nsharia objectives (maqashid syariah) forward by conserving the\r\nsecurity and ensuring the sustainability of sharia bank, the loan\r\nprovider, also maintaining MSMB, the economic real sector\r\nspearhead, among others are as follow. First, providing knowledge of\r\nproduct technology and quality. Second, optimizing the bank’s social\r\nfunctions (tabaru’) in the form of a house of wealth (baitul mall) that\r\nassists the people channel their zakat, charity and other social funds\r\nwith which MSMB in need is supported. Sharia bank is not merely a\r\nloan provider. The technical strategy sharia banking can do to help\r\nMSMB develop during covid-19 pandemic is to increase the number\r\nof cooperation contracts (syirkah) in the form of mudhorobah,\r\nmusyarakah etc. this will empower MSMB and, at the same time,\r\nlighten their monthly instalments. So far, the researcher notices sharia\r\nbanks provide more murabahah and other ijarah contracts.
