%X The need of electricity energy now days is increasing along with the growth of inhabitant. The government is trying to fulfill the need of electricity energy through the project of Pembangkit Listrik Tenaga Uap (PLTU) or electric power steam. The PLTU building is located at Ujungnegoro village, sub district of Kandeman, Regency of Batang, Central Java. The project of building PLTU had an obstacle due to the process of dispute land exemption. Gabungan Kelompok Tani (Gapoktan) involved in the process of exempting the land arranged the communication strategy to advocate the rights of society. This research used qualitative method. The sources of this research were 7 people including the chief and members of Gapoktan, apparatus of the Village, and impacted inhabitants using the technique of Purposive Sampling. The techniques of collecting data used in this research were deep interview, observation, and book study. For the data validation, the researcher used the sources of triangulation. The theory used was Groupthink Theory. The result of the research showed that Gapoktan used communication strategy in solving the problems. The steps were: communicator election, sending message, media, public or receiver, and the effects caused.
