All these schools are in one complex, and have their respective principals and provide authority and policies to develop the school. Of the several schools there is only one school that stands out and achieves, namely Madrasah Aliyah Kulliyatul Muballighien Muhammadiyah Kauman Padang Panjang. By being given authority and policy, human resource development is carried out, so as to achieve achievements, both at the regional level, national level and establish cooperation with education abroad. This study uses qualitative research, the subject and object of the study are the principal, deputy head, educators, education staff and school committees. In collecting research data using the method of observation, documentation, and interviews. Then the data analysis is done by reducing the data, presenting the data that has been collected, and drawing conclusions. Finally, the trial of the validity of the data with the technique tringulation method, and source tringulation. The results of the study are: First, the Process of Human Resource Development Strategy in Improving School Achievement in Madrasah Aliyah Kulliyatul Muballighien Muhammadiyah Kauman Padang Panjang, namely through management functions, which consists of planning, procurement/recruitment, implementation and evaluation. Whereas the development strategies of educators and education personnel are, religiosity strategies, professional development strategies, and career development strategies. The school committee is the structural strategy of the committee, the strategy of implementing and implementing religious and national holidays, and the strategy of collaboration with the police, sub-districts and influential community leaders in the region. Secondly, the Effectiveness of the Human Resources Development Strategy, educators and education personnel is the provision of certificates or certificates for their performance as well as getting appreciation from local governments, one of which is making literacy schools that produce several books. School committee, there is togetherness to look after the school. Third, Supporting Factors, the principal provides a model example so as to create harmony, which impacts on the performance that follows in one command, the collaboration of DUDI.
