"The New Order government had published some religious\r\neducation policies. Among the most monumental policies are the\r\nJoint Decree of the Three Ministers issued by the government in\r\n1975 through the Minister of Education and Culture, Minister of\r\nReligious Affairs, and Minister of the Home Affairs. The Joint\r\nDecree of the Three Ministers is about improving the quality of\r\neducation in madrasah, which essentially gives equal position of\r\nmadrasah education to school education from elementary to\r\nintermediate level. The Joint Decree was followed up by\r\npublishing the 1976 curriculum which mandated that the\r\nmadrasah curriculum consisted of 30% religious subjects and\r\n70% of the general subjects. However, as stated by Bahrul Ulum\r\nMunir, many madrasas did not follow the 1976 curriculum\r\nbecause they want to maintain the status of Madrasah as an\r\neducational institution that teaches Islamic religion as the main\r\nteaching. Munir‟s statement makes the author anxious\r\nacademically because government education policies are public\r\npolicies that bind all parties, including madrasas. Therefore, the\r\nauthor is encouraged to do a research on the implications of the\r\nNew Order government education policy on Madrasah Mu'allimin\r\nMuhammadiyah Yogyakarta with the consideration that\r\nMadrasah Mu'allimin is a private Madrasah that has been one\r\ncentury old and its operation is conducted under the auspices of\r\nPP Muhammadiyah. In addition, Madrasah Mu'allimin has\r\nbecome a School of Muhammadiyah Cadre which certainly has\r\nspecial curriculum compared to other madrasas in general.\r\nThe purpose of this research is to uncover implications of the\r\nNew Order government education policy, especially the 1975\r\nJoint Decree of the Three Ministers, on the dynamics of the\r\neducation system which took place at Madrasah Mu'allimin\r\nMuhammadiyah Yogyakarta. In order to achieve these objectives,\r\nthe author uses historical approach and method to reconstruct\r\nevents that occurred in the past behind the issuance of\r\ngovernment policies regarding religious education and the events\r\noccurred aftermath. The data for this study is gathered from documents directly or indirectly related to the research theme\r\ncoupled with the data resulted of interviews with historical actors\r\nand/or historical witnesses. Data analysis is conducted in a\r\ndescriptive-analytic manner with a comparative-diacronic model\r\nconsidering that the data is qualitative in nature. Such data\r\nanalysis is carried out in the framework of Functional Structural\r\nTheory of Talcott Parsons and the Challenge and Response\r\nTheory of Arnold Toynbee.\r\nThe results of this research conclude that the New Order\r\ngovernment had published several religious education policies\r\nthat demanded Islamic education institutions to respond to them.\r\nMadrasah Mu'allimin as one of the Islamic educational\r\ninstitutions showed a positive and accommodative response by\r\nadopting the curriculum of Madrasah 1976, although somewhat\r\nlate. The implications of implementing the Government policy are\r\nthe dynamics/change of education system, especially in the\r\ninstitutional and curriculum aspects of Madrasah Mu'allimin. In\r\ninstitutional aspect, Madrasah Mu'allimin divides the education\r\nlevel, which was originally integrated 6 years level of secondary\r\neducation, into the level of Madrasah Tsanawiyah (3 years) and\r\nMadrasah Aliyah (3 years) in accordance with the rules of the\r\ngovernment. Then, in the curriculum aspect, Madrasah Muallimin\r\nadopted the government curriculum and added it with\r\nMu‟allimin's internal curriculum so that it became a new\r\ncurriculum called the Gaya Baru (new style) curriculum. In this\r\nnew style curriculum the number of subjects and lesson hours is\r\nmore than ever. In the next phase the Gaya Baru curriculum was\r\nredesigned to be the Crossing Curriculum. In addition, Madrasah\r\nMu'allimin has a significant contribution to educate Indonesian\r\npeople through its educational programs. The contributions are\r\ndistributed to its alumni who are actively involved in running the\r\nMuhammadiyah organization, preaching in the community, and\r\nmaking reformation of Islamic education in Indonesia through\r\nschools and madrasas they founded."^^ .
