"Curriculum is a blue print for every formal education\r\ninstitution from elementary, junior and senior high to college.\r\nIn 2012, the Indonesian government issued a policy through\r\nPresidential Decree No. 8 on the Indonesian National\r\nQualification Frame also in 2015, the ministry of Science,\r\nTechnology, and Higher Education issued a Regulation No.\r\n44 on The National Standard for Higher Education in which\r\nboth discuss the Indoesia Qualification Framework (IQF) as\r\nthe reference obliged for higher educations’ curricula. The\r\nframework talks about the competence of graduates and their\r\nskills. The current PGMI (Elementary Teachers Education)\r\ncurricula for S1 and S2 programs have not met the points\r\nrequired in the frame nor the national standard as seen in the\r\nstructure of the curricula, the learning achievement and the\r\nno-correlation between theory andits practice. The curriculum\r\nfor S3 has not been designed nor even thought of. Therefore,\r\nan innovation on a curriculum model matching the Indonesian\r\nculture and characters is needed so that the graduates are\r\n‘able to do’ and not only ‘know’. Because of the importance\r\nof model in a curriculum, the question on how to develop an\r\nelective-coordinative National-frame-based curriculum in S2,\r\nS2 and S3 levels of Elementary Teachers Education Program\r\nis essential.\r\nThis development study utilizes prosedure model by\r\nBorg and Gall with 10 steps: 1) Need Analysis, 2) Planning,\r\n3) Develop Preliminary Form of Product, 4) Prliminary Field\r\nTesting, 5) Main Product Revision, 6) Main Field Testing, 7)\r\nRevision of Product, 8) Operational Field Testing, 9) Final\r\nProduct Revision, 10) Dissemination and Implementation.\r\nData were collected throughinterview, questionnaire, scale\r\ninstrument, and documentation. The data were analysed both\r\nquantitatively and qualitatively. To get the data tracer study\r\nand need analysis, SWOT analysis was used.\r\nThe study, first, invented a concept of electivecoordinative\r\ncurriculum development model. To compose the\r\ncurriculum, the steps began by analysing core values of State\r\nIslamic University Sunan Kalijaga followed by faculty and\r\nstudy program to identify the characteristic of the university.\r\nAfter that, the intended competence that goes with the goal in\r\neach level of education was formulated. Second, the process\r\nof developing curriculum for S1, S2, and S3 needs four steps\r\nto compose. Third, the study results a curriculum document\r\ncovering a concept of curriculum model, a base of curriculum,\r\nsteps in composing it and a model of SCL learning. An\r\nevaluation from an expert shows average appropriateness of\r\n75.52 (good) and average presentation 94.11 (very good).
