Law number 8 of 1999 regulates the consumers' rights and obligations. Consumer in this study is not only consumer using a product in the form of goods, but also consumer of service users. One of the consumers of service users is outsourcing service users. Outsourcing is the partial surrender of the work’s execution to other companies through a work contract agreement. UIN Sunan Kalijaga Yogyakarta uses outsourcing services to maintain cleanliness and maintenance of its plants. UIN Sunan Kalijaga holds a tender to determine outsourcing company will work with it in every year. Despite changing outsourcing companies, UIN Sunan Kalijaga continues to use the same workers as the previous outsourcing company. The existence of same workers and alternating of outsourcing companies raises the question of how exactly the agreement between UIN Sunan Kalijaga and outsourcing companies is. Besides that, is there any company’s work standard for workers. Thus, an overview of the consumer protection’s legal aspects needs to be done to find out the rights of UIN Sunan Kalijaga as consumer has been fulfilled. This research method uses qualitative methods of field research combining with library research as a theory and supporting analysis. This research is descriptive analytical research which is describing the agreement’s occurrence and the agreement’s implementation between the parties. Then, it will be analyzed by using the theory of consumer protection law. In data collection techniques, the researcher uses interview and collection of several documents. Based on the results of the study, it can be concluded that the content of the agreement between UIN Sunan Kalijaga and the outsourcing companies are in accordance with Law number 8 of 1999 concerning Consumer Protection. The consumer’s rights and obligations have been fulfilled in this agreement. On the other hand, there is a gap between workers and SOP in the implementation of the agreement as a result of workers who are not from the Outsourcing Company, but from UIN Sunan Kalijaga.
