The research is a qualitative research by taking the research location at SMP Negeri 1 Ngemplak Sleman Yogyakarta. Data collection is done by interviews, observations, and documentations. Data analysis is done by giving meaning to the data collected, and then the researcher took the conclucions with that meaning of data. The results of the research is: 1) the concept of the policy for forming of environmental empathy character at SMP Negeri 1 Ngemplak Sleman Yogyakarta refers to the vision and mission of the school based on the Regulation of the Minister of Environment of the Republic of Indonesia Number 5 Year 2013 on Guidance of Implementation of Adiwiyata Program covers by: one, the implementation of character education divided by three groups of activities, which is the forming of character integrated with the lessons; integrated with school management; and integrated with extracurriculars. Two, the establishment of Adiwiyata program committee. Three, in cooperation with the environmental department. 2) The implementation phase of the policy for forming of environmental empathy character at SMP Negeri 1 Ngemplak Sleman Yogyakarta covers by the socialization of the policy by providing an understanding of the environment; the implementation of policies by habituation in various environmental activities, exemplary, comparative studies, and cooperative methods in the sense that all school citizens cooperate in the successful implementation of the policy; as well as a policy evaluation. 3) The successfull of implementation phase of the policy for forming of environmental empathy character at SMP Negeri 1 Ngemplak Sleman Yogyakarta is shown by the positive contribution that is felt by most of the school residents used to maintain the cleanliness of the environment, the feeling of comfort, and become the first winner of district level as Adiwiyata school. The obstacle factor of the implementation is the problem of students' awareness of the garbage that still needs to be fostered. Moreover, many activities will be undertaken as a development plan related to the forming of environmental empathy and the commitment for always carry out environmental awareness activities.} }
