"The purpose of this study is to determine the Paya Tumpi Baru Village\r\nLibrary's social inclusion-based library development strategy in the community\r\nempowerment program, the types of library development, community\r\nempowerment activities, and obstacles encountered, as well as the efforts made to\r\novercome obstacles. The data of the study was collected through observation,\r\nstructured interviews, and documentation using a qualitative descriptive method.\r\nPurposive sampling is a data collection approach in which data is collected from\r\nthose who know and have basic information about the research issue, in this case\r\nthe village head, library manager, and users. Furthermore, the data analysis was\r\nthrough data reduction, data display, and conclusion drafting. The researcher then\r\nemployed technological triangulation and sources, as well as a member check, to\r\ntest the data's validity.\r\nThe results of this study revealed that: (1) The Paya Tumpi Baru Village\r\nLibrary's strategy for establishing social inclusion-based libraries as part of the\r\ncommunity empowerment program was to provide relevant collections, provide\r\ninternet and computer services, engage the community, and conduct advocacy. (2)\r\nThe type of library development that is carried out is educational development,\r\nwhich includes activities such as increasing reading interest, improving learning\r\ncapacity, and developing potential and skills. (3) The community empowerment\r\nactivities carried out in its implementation are separated into those coming from the\r\npartnership process with the Paya Tumpi Baru Village Children's Forum and those\r\ncoming from the Paya Tumpi Baru Village Library's personal idea. (4) The Paya\r\nTumpi Baru Village Library faces challenges such as a lack of funding, restricted\r\ntime for library services, decreased interest of children and young boys in visits and\r\nparticipation in empowerment activities, and limited space and movement.\r\nMeanwhile, the efforts made to overcome these obstacles are cooperating, relying\r\non cash, relying on existing goods and equipment, conducting deliberation,\r\nproviding direction, involving the role of the village head, and carrying out simple\r\nactivities."^^ .
