abstract: DIY Provincial Government in order to follow up on the provisions in Law no. 41 of 2009 concerning the Protection of Sustainable Food Agricultural Land as a form of controlling the conversion of food agricultural land functions, the DIY Provincial Government stipulates Regional Regulation no. 10 of 2011 concerning the Protection of Sustainable Food Agricultural Land. This study aims to determine the effectiveness of Regional Regulation no. 10 of 2011 concerning the Protection of Sustainable Food Agricultural Land in suppressing the high rate of land conversion in Kulon Progo Regency, the obstacles faced and the strategies that the Kulon Progo Regency local government uses in controlling land conversion.
This type of research is field research, namely by observation, direct observation of the implementation of Regional Regulation no. 10 of 2011 concerning Protection of Sustainable Food Agricultural Land. The approach in this study uses an empirical juridical approach. This research is descriptive analytical, namely describing and analyzing the implementation in Kulon Progo Regency. Methods of data collection using the method of observation, interviews, literature study, and documentation.
The results showed the effectiveness of the Regional Regulation No. 10 of 2011 concerning Sustainable Food Agricultural Land in Kulon Progo Regency has not been implemented effectively. This is due to several obstacles that affect them, including the illegal transfer of land functions that cannot be controlled properly, the absence of stipulation of sustainable food agricultural land areas, and the renewal of provisions on the area of sustainable food agricultural land.
