In terms of fulfilling drinks, the community's need for drinking water that is proper and safe for consumption continues to increase from year to year. In line with the increasing demand for drinking water, drinking water businesses have started to emerge that offer relatively cheaper and affordable prices for lower middle class consumers, namely refill drinking water which processes clean water into drinking water and sells it directly to consumers at the processing site. However, the development is very fast and may get out of control, it can have a negative impact because there is a risk of decreasing the feasibility and safety of drinking water needed by the community, especially in the city of Pati, Winong District. In practice, there are many violations of consumer rights committed by business actors for refill drinking water depots in the Winong sub-district area. Therefore, it is necessary to study more deeply regarding what are the factors that cause refill water depots not to take care of licensing in the Winong district, public views regarding refill drinking water depots that do not have permits. To answer this problem, the authors conducted field research that was sourced from interviews, observations, and documentation obtained directly from the Department of Trade and Industry, the Department of Health, owners of refill drinking water depots and several Winong people. The approach used is an empirical juridical approach, which means that the law is conceptualized as a social administrator that is in real terms associated with other social variables. The results of the study found that the rights of consumers who were violated by drinking water depot business actors were found to be drinking water depots that did not meet drinking water requirements or standards, there was no information provided by business actors to consumers about these drinking water products. There are several reasons why refill drinking water depots do not take care of licensing, from the issue of expensive licensing fees, considering the many requirements that complicate licensing arrangements and the lack of socialization related to licensing.
