Students who are classified as slow learners find it difficult to accept learning material in class. Therefore researchers are interested in describing the use of strategies by class IA and IB teachers. The purpose of this study was to determine the use of thematic learning strategies for Indonesian language content for slow learner students and how effective the use of learning strategies was in learning thematic Indonesian material content for slow learner students in class I MIN 1 East Belitung. This research method is a mixed method, namely a sequential mixed method, especially the sequential exploratory strategy. The research design used in this research is sequential exploratory. Primary data is data from research in class, results of previous research, and results of observations. Secondary data is data that has been collected for purposes other than solving the problem at hand. The samples in this research were class I teachers and slow learners at MIN 1 East Belitung. Data collection techniques namely observation, interviews, questionnaires, tests, and documentation. Data analysis techniques namely with qualitative and quantitative data approaches. Research results can be obtained, namely learning strategies starting from preliminary activities, conveying material to slow learner students, providing assistance, making adjustments in time and methods to slow learner students, and carrying out further activities for slow learner students. Furthermore, there is a significant difference between the learning outcomes of slow learner students before the learning strategy is applied and after the learning strategy is applied to the Indonesian language content in thematic learning. So the learning strategy that is applied is effective if it is applied in the Indonesian language learning process in thematic learning for slow learner students.
