One of them is a regulation issued by the Ministry of Education regarding an appeal for the learning system to be carried out boldly. This is a big homework for a madrasah so that it can maintain the quality of education in conditions that are different from before. The implementation of madrasah-based management in this case has a very important role in maintaining the quality of education, one of which is seen from the competence of graduate students. In this study, researchers discussed how to implement elementary school management at MA Mathlaul Anwar Kepuh Serang Banten to increase the competence of graduate students during the Covid-19 Pandemi. The type of research used is descriptive qualitative analysis. The data collection techniques used were interviews, observation, and documentation. The instruments in this study were the head of the Madrasa, the deputy head of the madrasa and the teacher. There are four forms of data validity tests carried out in research, namely data credibility tests (internal validity), data dependability (reliability) tests, transferability tests (externality or generalization validity), and confirmability tests (objectivity). The results of this research are first, the implementation of madrasa-based management at MA Mathlaul Anwar Kepuh Serang Banten includes curriculum management, student management, management of teaching and educational staff, infrastructure management, financing management and management of madrasah relations with the community. Second, the existence of madrasah-based management can maintain the competency of graduate students seen from the average student report card scores and student attitude development reports. Third, during the Covid-19 pandemi the management concept carried out by MA Mathlaul Anwar adjusted to the conditions and rules related to the Covid-19 pandemi. Which some activities such as teaching and learning are carried out online.} }
