However, in the field, cases of children whose origins are unknown must go through quite a complicated and slightly different process. This research was conducted to study the establishment of birth certificates for children whose origins were unknown at Panti 1 Yayasan Sayap Ibu Branch D.I. Yogyakarta and its compliance with the Regulation of the Minister of Home Affairs Number 9 of 2016 concerning Acceleration of Increasing Coverage of Birth Certificate Ownership.  This research is descriptive-analytical, using a juridical-empirical approach. The data collection technique used was interviews with social workers from the orphanage and head of birth section from the Population and Civil Registry Service. This study uses the theory of legal protection, the theory of justice, the theory of legal certainty, and the theory of human rights.  This study concluded that first, the establishment of birth certificates for children whose origins are unknown at Panti 1 Yayasan Sayap Ibu Branch D.I. Yogyakarta is in accordance with the Minister of Home Affairs Regulation Number 9 of 2016. Panti 1 Yayasan Sayap Ibu Branch D.I. Yogyakarta uses the BAP from the Police. Second, that there are differences in the requirements for making a Birth Certificate between between children whose parents know, children whose origins are unknown, and adopted children. Requirements for a child whose parents know are a Birth Certificate, witness identity, and the identities of both parents. Requirements for children whose origins are unknown are the Minutes of Examination (BAP) from the Kapolsek, Birth Certificate (approximate birth date from a doctor), Orphanage Family Card, Photocopy of Employee Witnesses, and Social Report from the Social Service. The requirements for an adopted child are a District Court Decision, Birth Certificate, identity of the biological parents and identity of the adoptive parents.
