Curriculum management and learning have not provided maximum space for Islamic Religious Education. The second problem is educators, education experts in Indonesia consider that one of the main causes of educational failure is due to the weak quality of educators. In fact, one of the absolute conditions for the success of education is the quality of good educators. The purpose of this research is to describe the learning of Islamic religious education in an inclusive school culture to build the character of respecting the differences of students in elementary schools. This research is a field research that is descriptive qualitative. The subjects of this study were 4 people including school principals, curricula deputy heads, class accompanying teachers, and PAI teachers. As for data collection techniques in this research method using interviews, observation, and documentation. To test the validity of the data, the researcher used a triangulation technique which was then analyzed by reducing the data, presenting the data, and the final stage was drawing conclusions. The results of the analysis show that learning PAI in an inclusive school culture to build character respecting differences, namely: The foundation used in learning is from the Al-Qur'an and hadith, with the aim of learning to make students who are pious, scientists, and leaders. Creating an active and fun learning atmosphere, forming self-confidence, fostering student interest, fostering student curiosity, providing opportunities to ask questions, associating material with everyday life, providing messages of wisdom contained in the material, and providing rewards or achievement in students who are able to review or re-expose material that has been taught in class. Have an attitude of respecting differences in quality, being open to new views or beliefs, and respecting others regardless of ethnicity, gender, appearance, culture, beliefs and abilities.
