N2  - The majority of the people of Bungur Village, Kanor District, Bojonegoro Regency, are farmers and farm labourers, who in planting plants need fertilizer to help them get satisfactory yields. Fertilizer itself is a source of nutrients needed by plants to maximize growth and productivity. Fertilizer sales in Bungur Village, Kanor District, Bojonegoro Regency are carried out using a package system, that is, if you buy inorganic fertilizers in the form of Urea and NPK, you have to buy organic fertilizers in the form of organic granules as a package. In this case, many farmers feel uneasy because granular organic fertilizer is considered to be of little use in plant growth. The lack of public understanding regarding the benefits of granular organic fertilizer is one of the reasons that makes people continue to buy and sell with this packaged system, so that people cannot choose whether to buy or not buy this fertilizer.
The type of research used is field research, where the object of research is the practice of buying and selling subsidized fertilizers with the peketan system in Bungur Village, Kanor District, Bojonegoro Regency. The nature of this research is descriptive qualitative in which the author will describe the results of the research that has been carried out then analyze the process of buying and selling subsidized fertilizers with the peketan system in Bungur Village, Kanor District, Bojonegoro Regency using a qualitative approach by observing the practice of buying and selling with the packaged system and described in the form sentences, in which the data was obtained from observations and interviews with related parties, while in analyzing the data the author used qualitative analysis.
Subsidized fertilizers are sold in a packaged system to provide equal facilities to the community. And policies related to organic fertilizer subsidies aim to assist the community in maintaining soil fertility due to the application of chemical fertilizers. If we examine the subsidized fertilizer policy itself, it is in accordance with the elements of maslahah mursalah because in the fertilizer purchase contract the buyer is willing or willing to make a transaction. In the implementation of buying and selling subsidized fertilizers with this package system, it is in accordance with the objectives of maslahah itself, namely to get benefits and avoid harm in order to maintain syara' goals so that they are in accordance with the provisions of maslahah mursalah.
