It was analysed under data condensation, data display and conclusion drawing/verification steps. The research took place in Singkawang City, West Kalimantan. The results shows that post-reform has widely opened political space for recognition of Indonesian women and Chinese. Their institutional struggle has begun since the independence of the nation till it reached the goal during the post-reform era in which they actively involved. The welcoming attitude of the Muslim majority made a female Chinese non-muslim a mayor of Singkawang a reality; and the electability is because of the following factors: 1) individual charisma; 2) the Indonesian institution accomodating gender naration or parity participatory on local head in particular; 3) ethnic, religion and gender cross-cutting power; 4) poilitical partycollaboration support; 5) money and network mobilisation. The nonmuslim Chinese female winning a myor makes Singkawang the Indonesian most tolerant city, and, at the same time, reveals that living recognition is a fact.
