Finally, the Ministry of Health banned all pharmacies from selling all kinds of syrup drugs through Circular Letter (SE) Number SR.01.05/III/3461/2022. However, there are still pharmacies selling syrup, even though this has been banned by the government. Even though currently the sale of syrup drugs has been allowed to return, not all syrup drugs. This research aims to answer the practice of buying and selling syrup for children under five and reviewing Islamic law regarding the practice of buying and selling syrup for children under five at the Ngampilan District Pharmacy, Yogyakarta City in 2022. Researchers use a type of field research where this research uses an empirical normative approach. While the data analysis method used is a qualitative description. As well as data collection that uses interviews, observation, and documentation. The results showed that the practice of buying and selling syrup medicine to children under five in the Ngampilan District pharmacy is included in the mu'amalah al-madiyah classification where in the sale and purchase there is a mu'amalah fiqh object that can bring benefits in the form of syrup medicine. In addition, the practice of buying and selling syrup medicine is in accordance with the principles in fiqh mu'amalah so that buying and selling that takes place does not only benefit one party and does not harm others. Objects that are in the practice of buying and selling at the Ngampilan District pharmacy in the form of syrup drugs also meet the requirements for objects or goods that are allowed to be traded according to fiqh mu'amalah where the syrup drugs are not registered in the list of syrup drugs that are allowed to be sold issued by BPOM, however These syrup drugs bring more benefits than losses or harm after pharmacists carry out independent syrup drug tests. Buying and selling carried out at the Ngampilan District pharmacy is included in the ma?lahah dharuriyyat where taking medicine is a basic human need that must be met to achieve benefits in the form of healing from the illness that is being suffered. In the practice of buying and selling syrup medicine for toddlers at the Ngampilan District pharmacy, it fulfills the pillars of sale and purchase which include 'âqidain (contracted parties), shîghat (Ijab and Qabul), and ma'qûd 'alaih (objects of sale and purchase). The buying and selling process of syrup medicine fulfills one of the five main elements of ma?lahah mursalah in order to achieve the goal concept of maq??id syari'ah which is a priority for protection in human life, namely protecting the soul (Hifdz al-Nafs), where the syrup medicine sold in the Ngampilan District pharmacy is more bring more benefits than losses or harm.
