However, in reality it is still common to find several veterinary drugs without distribution permits circulating in Indonesia, one of which is the veterinary drug vinka cat house. This research was conducted to answer the problems that have been formulated by the authors, namely how the distribution of veterinary drugs vinka cat house is carried out by business actors vinka cat house?, what are the factors that cause the distribution of veterinary drugs without a distribution permit to continue?, and what are the benefits and benefits of the circulation veterinary drugs without a distribution permit?. The research method used is a qualitative method with a descriptive form of analysis. The type of research used is field research using the maq{\=a}{\d s}id syar{\=i}'ah approach, namely an approach that wants to explain a problem from the perspective of benefit and benefit. Sources of data in this study used primary data in the form of observations and interviews, as well as secondary data obtained from library materials in the form of books, journals, laws and regulations, and articles. The results of this study indicate that the circulation of veterinary drugs carried out by the vinka cat house business actor has not fulfilled the mandatory distribution permit for veterinary drugs, this is because the business actor has not registered the veterinary drugs he made before being traded. The factors causing the circulation of veterinary drugs without a distribution permit to continue to this day are due to the weak legal awareness of the community and the weak supervision carried out by the government. There is a contradiction between benefit because it can heal, and harm because no trials have been carried out on the quality of the drug. So we must take precedence is eliminating the benefit. The method is to register veterinary drugs in advance so that trial can be carried out by experts to ensure the safety and qualitu of the drugs.} }
