One of them is to promote general welfare as stated in the preamble to the 1945 constitution. The way to make this possible is through economic development. The employment opportunities are an indicator of success. East Java is the manufacturing center of eastern Indonesia, contributing 30% of Indonesia's GDP. But most of the employment is in agriculture. Of course, as an industrial center The incoming investment is high. But in many big cities with high investment, TPT is higher than 6%, higher than provincial TPT in East Java. The purpose of this research was to analyze factors that may affect labor absorption. This study was conducted in East Java. The object was 38 districts/towns. This study was a quantitative study based on secondary data obtained from official publications and literature related to cluster regression analysis tools. The results showed that Minimum wage, population and domestic investment variables have a effect on labor absorption. while other variables such as the total industries and consumption per capita no effect on labor aborption. Meanwhile all variables affect labor absorption.
