There are other factors that are no less important, namely human resources. To create quality human resources, a country needs to carry out human development. In order to measure the success rate of human development, a measurement instrument is needed in the form of the Human Development Index (HDI). Human Development Index (HDI). The purpose of this study is to determine the effect of the General Allocation Fund, Special Allocation Fund, minimum wage, and population density factors on the Human Development Index (HDI) in Central Java province in 2017-2021. This research is included in quantitative research. The data used in this study is secondary data which has sources from the Central Statistics Agency (BPS) and the DJPK of the Ministry of Finance. The data analysis technique uses panel data regression analysis. Panel data combines cross section data in the form of data from 26 districts and 9 cities in Central Java province, and time series data in the form of data from 2017-2021. The analysis was conducted using E-views software. The model selected in the panel data regression analysis is the Fixed Effect Model (FEM).The results of this study indicate that partially, the General Allocation Fund has a significant and negatively correlated effect on the Human Development Index (HDI). Special Allocation Fund has no significant influence on Human Development Index (HDI), minimum wage has significant influence and positive correlation on Human Development Index (HDI), and population density has no significant influence on Human Development Index (HDI).
