This decline occurred in the last few years from observational data and direct interviews and even carrying out field work practices at one of the Directorates of the Ministry of Religion of the Republic of Indonesia, which decreased by 17% an individual effort to inspire, motivate, control and mobilize subordinates so that they are motivated to continue work with enthusiasm and confidence towards the target of the work program we call leadership. Required as an inspirational and visionary person, namely how to lead with a clear vision of wanting to lead the sub directorate he leads to the right path. This condition has an impact on the existence of the institution. The aims of the research are: a.) To describe the significance of the role of leadership in strengthening the professionalism of Human Resources including staff, employees and students doing field practice in PMDT sub-directorate government institutions. b.) Describe the supporting factors and the impact of inhibiting the success of leadership in strengthening the increase in the professionalism of Human Resources including Staff, Employees and students doing field practice in government agencies, PMDT Sub-Directorate. The type of research conducted by researchers is descriptive qualitative research, the approach used in this research is a case study. There are two sources of data in this study, namely primary data sources, which are carried out through the process of observation and interviews with key informants in in-depth interviews. Secondary data sources in the form of documentation. The data analysis technique used refers to Miles and Huberman which consists of data reduction, data presentation, verification and drawing conclusions. The results of the study show that: the importance of optimizing the development of positive work environment routines for good leadership can create a positive work culture and support the professional development of human resources, create a conducive environment and influence leadership in increasing professionalism and productivity.
