The idea of restorative justice is conceptually contained in the rule of law and is the basis for solving criminal problems outside the judiciary. The police in this case become an institution that has the authority to use restorative justice to reconcile parties by prioritizing a sense of justice that is felt together. This view is considered as one of the effective steps to replace the old criminal law system where prison sentences become an orientation in solving cases. Therefore, questions arise: First, how is the restorative justice policy pursued in solving the crime of mobbing at the Bantul Police Station, the second is what factors hinder the procedure for solving criminal cases at the Bantul Police Station, and finally what efforts are made by the police to overcome the existing inhibiting factors. This research uses a type of field study research (field research). and an empirical juridical research approach by examining the legal basis and implementation of the application of Restorative justice in society, as well as data collection techniques using literature studies, observations and interviews conducted with resource persons from the Bantul Police Secretariat, as well as peace notes taken from the archives of the Bantul Police Secretariat, then developed using descriptive analysis methods. The results of this study show that restorative justice, which is the latest concept of the old legal system, is a principle that is always put forward by law enforcement officials, in this case the police in solving criminal cases by trying to reconcile perpetrators and victims of criminal acts at the investigation and investigation stage before arriving at the process of solving cases in court. As an alternative case resolution, restorative justice in its application is still ineffective due to the low public understanding of the function of restorative justice and the absence of agreement between litigants to be reconciled with the principle of restorative justice.
