In the city of Yogyakarta itself, there are many neglected pets and dogs that are consumed. This proves that the crime of mistreatment of animals occurred in the city of Yogyakarta. Therefore the author is interested in researching how the actions of animal protection organizations in the city of Yogyakarta in an effort to prevent criminal acts of animal abuse and how these actions affect law enforcement factors. This research is a field research (field research) which is descriptive analysis in nature, namely describing and analyzing data related to the prevention of criminal acts of animal abuse in the city of Yogyakarta with the theory of law enforcement. The approach used is a juridical-empirical approach, namely comparing the applicable legal provisions with data in the field. The data collection technique used was through interviews with the UGM Cat Community, Yogyakarta District Court and POLDA DIY. Then, to complete the interview data source, the researcher also collected data by reading, studying, and reviewing legal materials according to the object of research. Based on the results of research and analysis conducted, animal care communities play an important role in overcoming animal abuse with preventive and reactive approaches. Actions taken include the Dog Meat Free Indonesia movement campaign which educates about dog meat consumption, the Adopt Don't Buy movement which encourages adoption of abandoned animals, and Street Feeding activities to pay attention to abandoned street animals. All of these form important steps in the fight against animal abuse and promote public awareness. This movement brought positive changes in law enforcement factors apart from legal factors, namely Law Number 41 of 2014 concerning Amendments to Law Number 18 of 2009 concerning Animal Husbandry and Animal Health which clearly regulates this phenomenon. Thus, law enforcement will still not be effective if there are no factors from the police and factors from the attitude of the community itself.
