%X This research is based on an increase in early marriages in various places. However, the uniqueness in Yogyakarta City University is that there is no increase after the introduction of Law No. 16 of 2019 on marriage. This study explains the effectiveness of the marriage age limit as an attempt to prevent early marriage in Yogyakarta.
This type of research is field research or field research. As far as the approach is concerned is Yuridic-Empirical and the theory used is Lawrence Meir Friedman's theory of law effectiveness. The technique of data collection is through observation, interviews and documentation. The method of data analysis used is inductive analysis.
The results of this study conclude that KUA's policy in attempting to suppress early marriages by socializing, form an anti-three movement and prevent 5N, as well as give advice to caten who want to get married early. As for the reason why the increase in early marriages has not occurred, it is due to the level of public obedience in the Yogyakarta City KUA Environment that is large enough and law enforcement officers who perform their duties and functions well while the effectiveness of KUA in preventing early marriage is effective can prevent premature marriage. This is tested from Lawrence Meir Friedman's theory of legal effectiveness, which covers three aspects of the law: the substance of law, the structure of law and the culture of law.
