The need for a high supply of sand due to massive infrastructure development, has sprung up sand mines. Lumajang as one of the areas that has fertile soil potential and abundant building materials such as sand, with the wealth owned by Lumajang being one of the potential economic fulcrum. Sand mining activities cause positive environmental impacts or negative impacts. The positive impact is the opening of jobs for the community, while the negative impact of mining is frequent and many damaged highway accesses caused by vehicles loaded with sand. Based on the background that has been described, it will be discussed in more depth with the following problem formulation, namely First, How is the Implementation of Lumajang Regent Regulation Number 40 of 2022 concerning Integrated Sand Landfills (Stockpile)? Second, What are the factors for the implementation of Lumajang Regent Regulation Number 40 of 2022 concerning Integrated Sand Landfills (Stockpile)? This research uses an analytical descriptive approach by describing a state of phenomena and habits that exist in society which is then analyzed with a predetermined subject matter. This research is a field research, which is research conducted in interviews with the management of the integrated stockpile CV Mekar Sari Jaya. The results of the research conducted by the compiler, that First, the existence of an integrated stockpile all stockpile activities are monitored such as checking SKAB, and all stockpile managers who occupy the integrated stockpile are required to rent at a rental price of twenty million Rupiah per year with an option to extend every year. The facilities obtained are only a patch of location that is used as a place for stockpiling or storing sand, and all stockpile activities are moved to the stockpile indirectly transferred. Second, CV Mekar Sari Jaya found some fraud on the SKAB guard portal which should have been checked all contents but in practice there were still some officers who did not enforce it and the facilities complained of such as lights and other supporting facilities.} }
