This research seeks to offer a new breakthrough in increasing financial inclusion through empirical testing of the influence of banking stability, financial development, remittances and gender equality on financial inclusion with government governance as a moderator. The research data testing analysis uses the Fixed Effect Model (FEM) and Moderated Regression Analysis (MRA). Research findings show that all independent variables have a significant positive effect on financial inclusion. Furthermore, governance can moderate or strengthen the influence of banking stability, financial development, remittances and gender equality on financial inclusion. So, in order to achieve an optimal degree of financial inclusion, a more serious role and better quality of governance are needed. The contribution of research findings can be a source of reference and material for consideration in policy evaluation and decision making for both the government, financial institutions and relevant stakeholders.
